Women and the National Movement › Women Participation

Answer:

The early twentieth century saw the rise of a number of organised women's associations in India which moved beyond social reform to campaign more actively and directly in the public arena for women's political, legal and educational rights, marking an important new phase in the history of Indian women's movement.

The new women's organisations

  • Bodies such as the Women's Indian Association (1917), the National Council of Women and the All India Women's Conference (1927) were founded.
  • They were increasingly led and run by women themselves, rather than by male reformers.
  • They campaigned for female education, suffrage, and reform of laws on marriage and inheritance.

A critical assessment

  • They focused directly on political and legal rights, unlike the earlier, male-led social reform.
  • Their membership was, however, largely urban, educated and middle-class in character.
  • Their work was closely linked to, and drew strength from, the wider national movement.

Achievements and leaders

  • Margaret Cousins, Annie Besant, Sarojini Naidu and Muthulakshmi Reddy led these bodies.
  • A deputation to Montagu in 1917 pressed the demand for women's franchise.
  • They campaigned for the Sarda Act of 1929 raising the age of marriage.
  • Women's mass participation in Civil Disobedience marked a decisive change.
  • Their efforts helped secure universal adult franchise in the Constitution.

The statement is thus well-founded: the early twentieth century did see women's organisations operating more actively and directly for women's political and legal rights. As historians note, this marked the emergence of an autonomous women's movement, even if its early social base remained relatively narrow.
